The Association of African Development Finance Institutions (AADFI)-www.adfi-ci.org is pleased to announce its Professional Certificate Programme in Development Finance. The programme is scheduled for October 2-11, 2017, at DBSA Training Center, Midrand South Africa. The programme partner is the Pan Africa Capacity Building Programme (PACBP) of DBSA.
It is a consensus that addressing the challenges of development in Africa call for a holistic approach of which building desired capacity in development financing is pivotal. Fundamentally, achieving the development agenda- SDGs, the Agenda 2063 and the AfDB High 5s for Africa, would require development finance skills in mobilizing and channeling resources in an optimal manner to critical sectors.
Development finance is a complex field that requires core skills to navigate, especially in the light of the changing financial environment and given the growing demand from resource providers and stakeholders for high level developmental impact from development financing activities. Furthermore, the application of the AADFI Prudential Standards, Guidelines and Rating System (PSGRS) in DFIs and the results of the Rating & Peer Review of DFIs with the PSGRS recommended the need for comprehensive professional capacity-building in development finance.
It is against this background that AADFI and its partners are scaling up capacity-building intervention with the introduction of a “Professional Certificate Programme in Development Finance”. The programme is designed to enhance knowledge and build core professional skills required by officials in development finance institutions and other organizations involved in delivering services for development projects towards achieving the development agenda in Africa. The programme will provide broad understanding of the challenges, expectations and prospects in development financing, and will upscale skills in delivering innovative development finance services, mobilization of resources, modern approach to project management, lending procedure among others.
The specific objectives are to:
Provide comprehensive understanding of the current perspectives, expectations and practices in development finance,
To develop professionals, build and upscale core skills and competences in development banking and finance operations that will ensure greater success of projects and investments promoted,
To grow the capacity of financial institutions ( DFIs, commercial banks and other financial institutions) as efficient collaborator with AfDB and other Multilateral Development Finance Institutions in promoting financing of development projects.
At the end of the programme, participants will be able to:
• Demonstrate good understanding and knowledge of development finance operations,
• Understand and Successfully carry out micro and term-lending, profile project/investment for financing,
• Carry-out risks analysis and mitigation in development financing activities in relation to SDGs projects for Africa,
• Develop ability to nurture and support projects and entrepreneurs,
• Develop a network of professionals involved in development finance.
Methodology This Foundation Level course is structured as a 10-day intensive learning activity that will involve an integrated learning approach including plenary sessions, case-studies, group exercise & discussions, role play, term paper, participants’ presentations and project visits, to facilitate learning and help understand development finance operation, generate ideas and solutions to address the needs of the sector.
For optimal interaction with the trainers, the Class size will be limited to a maximum of 20 participants.
Certificate of Competence
Participants who successfully complete the training will be awarded a Professional Certificate in Development Finance, which will add value to their career advancement in the field of development finance.
Target Group Officials from Development Banks & Finance Institutions (DFIs), Commercial Banks, Investment Banks, Capital Market , Microfinance Institutions, Central Banks, Ministries of Finance, Budget & Planning, Agriculture;
Prospective participants should have a minimum of 2 to 5 years maximum experience in development operation including activities in development banking & finance, corporate finance and investment, commercial banks, export-import banking operations, and micro finance Institutions. In addition, officials in public sector organization such as Ministries of Finance, Budget & Planning and Central Banks, and those that want to gain knowledge in development finance operations.

The Faculty are selected professionals with deep practical experience in development finance operations from leading multilateral, regional and national development banks and finance institutions, and are members of AADFI Development Finance Faculty Team.
a. The AADFI Development Finance School will be administered by a Directorate comprising of selected professionals with in-depth knowledge in development banking and finance operations.
b. AADFI training activities are governed by a set of rules to facilitate maximum learning and foster good relations among participants, instructors and Programme Directorate. Below are the relevant extracts of the rules for this workshop:
i. Nomination of a candidate is deemed to imply his/her readiness to comply with the advice of the instructors and the Programme Directorate.
ii. Participants are expected to attend all sessions, including group meetings promptly and regularly.
One of the goals of the programme is to build capacity in development finance operations in African institutions and agencies. To this end, the programme has been partially subsidized to encourage greater participation.
Therefore, Registration Fee is as follows:
- Member institutions & Associates: €3000 (Three Thousand Euros) per participant. Member-institutions nominating more than one participants will pay €2000 for each additional participant.
- Non- member institutions: €3500 (Three Thousand Five Hundred Euros) per participant.
The fee does not cover participants’ hotel accommodation, airfare and other personal expenses.

*Participation is guaranteed only on confirmation of payment.
i) Cancelation Policy
Programme fee paid is non- refundable for non–attendance at the programme. However it may be used for future programme of equivalent registration fee to be held within the next one year.
Furthermore, fee paid will not be refunded or used for future AADFI programme if an institution of a registered participant fails to notify AADFI of withdrawal in writing 20 working days before commencement of the programme.
Nonetheless, the nominating institution reserves a right to replace a registered staff with another staff 20 working days before the start of the training.
AADFI takes measure to ensure that programmes announced are not canceled, however, under circumstances beyond its control, AADFI reserves the right to cancel or reschedule dates of its programme. In such circumstances, registered participants will be communicated accordingly.
ii) Hotel Accommodation
Participants are responsible for their travel, board & lodge and other personal expenses. Negotiation are ongoing with hotels and negotiated tariffs for board & lodge will be communicated to participants.
Travel Documents and Arrangements
Depending on participant’s status, visa and international vaccination certificate are required to enter South Africa. For participants from countries that require visa to enter South Africa, the necessary documents and procedures for processing of entry visa will be provided when dispatching Acceptance Letter.
Please note that the AADFI cannot directly procure visa for any prospective applicant. Therefore, participants are advised to forward their nomination forms early so that they could commence necessary travel arrangements in good time.
